Quick answer
Master Chief on a skateboard. HaloSkate 3 runs the Halo CE campaign and Blood Gulch on the OpenCE decompilation, and lets you drop a board anywhere with Skate 3's flick-it tricks, rails and combos, while still shooting. It uses original Halo level data, so it's labelled Unofficial.
The original game
Original game: Halo: Combat Evolved × Skate 3 (fan mash-up)
Halo: Combat Evolved (2001) put Master Chief on a ringworld against the Covenant and the Flood and launched the Xbox. Skate 3 (2010) by EA Black Box made skating about analogue-stick flicks and physics. HaloSkate 3 is a riff on chasmlol's MW2 × Skate 3 mash-up, with Halo in place of Call of Duty.
The browser version
The engine is OpenCE, the CC0 decompilation of the Xbox Halo, running through fqlx's WebAssembly port. The skating is a C++ port of skate-core from the Skate 3 Rust engine, including its flick-it recogniser and trick table. A bridge lets the board move Master Chief, uses Halo's collision for the board's ray casts and switches to a chase camera.
Press B anywhere to drop the board: push down the Pillar of Autumn, ollie Grunts, kickflip off the Silent Cartographer. Grindable rails are found automatically from each level's collision. Kills mid-trick count towards your combo, which banks after a moment of clean rolling and is lost if you bail.
The maps load from a separate halo-cleanroom project. Textures, sounds and voices are regenerated from CC0 sources, but level geometry, collision and scripts are the original Halo data. The project credits Microsoft, Bungie and EA and calls itself a fan project.

Questions
Do I need to own Halo?
No. Maps load from the halo-cleanroom project, but they include original Halo level geometry and scripts.
Is there any Skate 3 data in it?
No. The skating is a port of the open Skate 3 Rust engine with no EA assets.
Can I still shoot while skating?
Yes, and kills mid-trick add to your combo. On a gamepad, hold LB to aim while riding.
Is it official?
No. It is a fan project with no connection with Microsoft, Bungie or EA.
